Part 2. An Urban Design Framework for Bracknell
Having assessed the strengths and weaknesses of Bracknell in the first part of this report we go on in Part Two to develop this into an urban design strategy for the town. This is based on our health check of the town centre, our analysis on its environment and design and the views expressed at the town centre workshops. It is also informed by our professional view of the current state of town centres and the role of planning and urban design in ensuring their success. The strategy includes a number of elements:
A vision for the town: Our first task in developing a strategy has been to set out a vision for the centre as a town fit for the 21st century.
Strategic aims: This is then developed into a series of five strategic aims around which the strategy is structured.
Urban design framework: These aims then form the basis for an urban design framework for the town showing the broad structure of development. This framework is sufficiently flexible to accommodate a range of development scenarios including either of the two major development schemes currently proposed for the town.
Scenario plans: The framework is illustrated with a number of plans and drawings illustrating how different development scenarios would fit within the framework.
Action plans and planning guidance: The strategy is then summarised on five pages bringing together each of the aims with action to be taken and suggested planning guidance.
Next steps: The concluding section then sets out the action required by the council to implement the strategy
