Carrera 11 con Calle 92: a city under permanent reconstruction

This article analyses the implications of two recent legislative and policy measures which can be expected to have a significant influence on urban design practice in Colombia. These measures are:
- Ciudades y Ciudadanía: La Política Urbana del Salto Social (1.994) (Cities and Citizenship: Urban Policy in "The Social Leap" - the national development plan of the Samper government, 1994-19998.)
- Ley 388/97 de Ordenamiento Territorial (The 388/97 Law of Territorial Organisation)
Both these documents have common origins and strong links. The policy document is a consequence of the Urban Reform Law of 1989 (Law 9/89), whilst the more recent Law 388/97 is a development of both Law 9/89 and the urban policy document.
