sustainable design and construction recommendation?

We'd like to have a trainer come in to Kingston and inspire and empower DC and Policy officers with how schemes coming in could incorporate more sustainable designs, what exactly are the powers for officers to demand sustainability, the most effective way of providing it including latest best practice, and dealing with the soppy sustainability statements promising to consider everything but 'fixing' very little. Has anyone had a really good trainer/ speaker they would like to recommend? Many thanks, Pat Whelan
