getting design into ldfs

I know it is early days, but does anyone have any advice on how LDFs should encorporate design policies? Can Area Action Plans be based on good masterplanning? What does GOL say? Would be great to hear any advice, experiances, worries - looks like there might be some difficulties cropping up here?
