annual monitoring report design policies
Has anyone any advice on how to succesfully monitor the design policies within their UDP's in order to comply with AMR requirements? As design quality is largely subjective it is proving hard to quantify in any meaningful way.
Good Design Policy Monitoring
We have developed an indicator to monitor our policy on Good Design. This is based on a question asked in the Annual Residents Survey on levels of satisfaction with the Built Environment. Q. How satisfied are you with the quality of the built environment in your local area? The built environment includes all buildings and the spaces between them, how they look and how they function. We will ask the question in January 2007 as part of our annual survey of around 1000 residents.

there is some research on this underway at the moment, but it is proving tricky. Using Building for Life criteria for hosuign schemes might work, EP and HC use this as an assesment tool. It would mean giving all monitored applications a 'score' under the 20 Building for Life questions. But if you did this as a matter of course to asses applications before deciding them, and recorded those scores, that might work. You could set yourself similar basic 'questions' for other schemes like public space, public building etc schemes. Building for Life are the questions that CABE uses in its housing audits. Other than that a selective audit of built schemes? Or using Design Quality Indicators - but they are a bit complex. Or secondary indicators like design literate staffing levels? use of design panels? design training of Councillors and officers undertaken? What do you think?
