I would recommend using a company called DesignHive (www.designhive.co.uk). They work with us (Atkins) on a regular basis, and recently to produce the flythroughs of the Oxford Circus diagonal crossing scheme that has been on TV News and in various other places, including being on display currently at the New London Architecture Digital Cities exhibition. They have an excellent team, and are very helpful in working with you to develop a product that best fits and maximises your budget. I would highly recommend them.

CityGRID, from Met GeoInfo, is a suite of tools for management of digital 3D multi-scale city models. The radical data structure enables the transformation of standard off-the-shelf models from being simple ‘snap-shots-in-time’ into fully managed city models. The aim is to simply protect the massive investment made into the generation of these models by keeping them current, and allowing the maximum level of integration with a clients decision support processes. CityGRID Manager, the core module, provides City Planners with all the functionality of a Relational Database Management System (Oracle / SQLServer) applied to their 3D data. CityGRID Modeller provides fast and efficient construction tools from a number of surveyed data formats. Data is imported directly from Manager or can be file-based (XML or CAD based). CityGRID Planner provides planners analysis tools for the assessment of design concepts. CityGRID Viewer gives non-technical audience access to high quality, interactive virtual reality simulations as a stand-alone viewer. Project Centre have a visualisation team based in Farringdon, London. Recent work includes the Sloane Square options (seen recently in the national press) and drive-through animations of the new T5 Heathrow car park.
